Sri Lanka will introduce digital motor insurance cards from May 1, in a move aimed at modernising the country’s vehicle insurance system and improving convenience for motorists, the Ministry of Finance, Planning and Economic Development announced.
The initiative is being rolled out in collaboration with the Insurance Regulatory Commission of Sri Lanka, the Insurance Association of Sri Lanka, and Sri Lanka Police.
Shift towards a paperless system
Under the new system, traditional plastic motor insurance cards will be replaced with digital versions, allowing vehicle owners to store and access their insurance details electronically. This transition is expected to simplify verification processes and reduce the need for physical documentation.
Authorities say the move is part of a broader effort to digitise public services and improve efficiency across the insurance sector.
Benefits for motorists and authorities
The introduction of digital insurance cards is expected to bring several advantages. Motorists will no longer need to carry physical cards, reducing the risk of loss or damage. Law enforcement officers will also be able to verify insurance details more efficiently, potentially streamlining roadside checks.
In addition, the digital format is expected to enhance data accuracy and accessibility, making it easier for both insurers and regulators to manage records.
Environmental and cost advantages
Officials highlighted that the shift will contribute to environmental sustainability by reducing the use of plastic and paper associated with traditional insurance cards. Over time, this could also lower production and distribution costs for insurers.

The rollout reflects Sri Lanka’s ongoing push toward digital transformation in public services. By adopting electronic systems, authorities aim to improve service delivery while aligning with global trends in digital governance.
With the new system set to take effect from May 1, vehicle owners are expected to receive further guidance on how to access and use their digital insurance cards in the coming weeks.
