Canada Updates Post-Graduation Work Permit Eligibility for 2025

Ottawa, June 25, 2025 — As part of ongoing reforms to Canada’s International Student Program, the Government of Canada has updated eligibility criteria for the Post-Graduation Work Permit (PGWP).

Since November 1, 2024, international students enrolled in non-degree programs (other than bachelor’s, master’s, or PhDs) must now complete a program in a designated field of study aligned with occupations facing long-term labour shortages — especially those prioritized under Express Entry.

As of June 25, 2025, the list of eligible fields has been revised to reflect current national priorities:

119 new fields have been added, primarily in health care, education, social services, and skilled trades.

178 fields that are no longer tied to in-demand jobs have been removed.

This brings the total number of eligible fields to 920.

Importantly, students who applied for a study permit before June 25, 2025, will retain PGWP eligibility based on the list in place at the time of their application, even if their field has since been removed.
