The United States has lately chosen to impose sanctions on over 280 persons and businesses in order to increase the financial burden on Russia for its acts of aggression abroad and its suppression of internal affairs.
The Department of State is implementing sanctions on over 80 entities and individuals involved in various activities, such as the advancement of Russia’s future energy, metals, and mining production and export capabilities, evasion and circumvention of sanctions, and the enhancement of Russia’s capacity to wage its war against Ukraine.
The Department of State is now providing Congress with a conclusion in accordance with the Chemical and Biological Weapons Control and Warfare Elimination Act of 1991 (CBW Act) regarding Russia’s utilization of the chemical weapon chloropicrin against Ukrainian troops. In accordance with the CBW Act, the Department is reinstating limitations on foreign military financing, U.S. Government lines of credit, and export licenses for defense articles and national security-sensitive items destined for Russia.
The United States will persist in utilizing its available resources to impede assistance to Russia’s military-industrial complex and restrict Russia’s utilization of the global financial system to advance its conflict with Ukraine. We maintain our unwavering support for Russians who are working towards a more democratic future, as well as for Ukrainians who are protecting their territory against Russia’s aggressive actions.
The Department is designating several entities from the People’s Republic of China (PRC) that are involved in the development and provision of aeronautical, manufacturing, and technology equipment with dual-use capabilities to entities located in Russia. These designations specifically aim at makers and exporters of things that are crucial to Russia’s defense-industrial basis. Some of these individuals have sent goods to businesses in Russia that have been designated by the U.S.
One of the entities involved is MORNSUN, a Tier 1 and Tier 3 supplier based in the PRC.Substantiated items on the BIS Common High Priority List for end users based in Russia. MORNSUN has provided electronic integral monolithic circuits, among other products. A Russian organization specializing in the manufacturing and distribution of airborne equipment for military aircraft, including airborne weapons control radars for Russian fighter aircraft, identified one of the Russian companies that received components from MORNSUN as a supplier.
