Dubai Tightens Rules for Private School Teachers: New Qualifications and 90-Day Resignation Policy

Dubai’s Knowledge and Human Development Authority (KHDA) has introduced stricter eligibility criteria and a 90-day waiting period for teachers resigning mid-term, aiming to strengthen staffing in private schools.

Under the new guidelines, all new teachers must meet KHDA-approved qualifications, experience, and conduct standards, including those teaching Arabic and Islamic Studies. Existing teachers have until September 2028 (or April 2029 for schools starting their academic year in April) to comply.

Teachers leaving mid-term—regardless of notice completion—must wait 90 days before joining another private school in Dubai. The rule does not apply to those who finish their notice period and leave at term’s end.

Additional measures include mandatory Appointment Notices for every teacher and school leader, exit surveys for departing staff, and induction training covering safeguarding, UAE values, inclusion, and professional ethics. A signed Code of Conduct is also required.

Dr. Amna Almaazmi, KHDA CEO of Growth and Human Development, emphasized the importance of these measures in creating a stable, high-quality teaching environment. “By reinforcing clear expectations for recruitment, conduct, and accountability, the guides support school leaders, protect student well-being, and strengthen Dubai’s position as a global destination for exceptional education and talent,” she said.

The new rules are effective immediately for new and transferring educators and are part of KHDA’s Technical Guide for Appointing Teaching Staff in Private Schools in Dubai.
