China Turns Away Nvidia H200 Chips Despite U.S. Export Approval

China has reportedly rejected Nvidia’s H200 artificial intelligence chips, despite recent approval from the United States allowing their export, highlighting Beijing’s growing push for semiconductor self-reliance.

White House AI adviser David Sacks said China has understood the U.S. strategy behind approving shipments of the H200 and has chosen instead to prioritize domestically produced chips. The move signals China’s determination to reduce dependence on foreign technology and strengthen its own semiconductor industry.

The H200, introduced in 2023, belongs to Nvidia’s Hopper generation and is already behind the company’s latest Blackwell chips and upcoming Rubin series. U.S. officials viewed the export approval as a strategic compromise, allowing China access only to “lagging” technology rather than cutting-edge chips.

According to Sacks, China’s reluctance stems from its intention to support and subsidize domestic tech giants such as Huawei. Beijing is reportedly considering an incentive package worth up to $70 billion to bolster its local chipmaking industry, reinforcing its long-term goal of technological independence.

Nvidia stated that it continues to work with the U.S. administration to secure export licenses for vetted customers, while warning that years of broad export controls have strengthened foreign competitors at the expense of U.S. businesses.

Although the Chinese government has not officially confirmed its decision, analysts believe the rejection could limit Nvidia’s ability to regain revenue from China’s massive data center market, which CEO Jensen Huang has valued at $50 billion annually.
