In a pioneering move to enhance the city’s regulatory ecosystem, Dubai Municipality has unveiled the ‘City Inspector’ initiative, the first-of-its-kind programme aimed at preparing and certifying professional inspectors across multiple municipal sectors.
The initiative seeks to unify inspection systems, streamline processes, and boost compliance with approved municipal regulations — all with the goal of raising service quality and community satisfaction.
As part of its first phase, Dubai Municipality has certified 63 Emirati inspectors qualified in 14 technical disciplines covering various fields such as health and safety, food control, construction, waste management, sanitation, sustainability, and public facilities supervision.
Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, highlighted that effective inspection and regulation are key to service development and urban planning excellence.
“Regulatory and inspection operations are vital to ensuring Dubai remains a city of the highest standards in quality of life, safety, and sustainability,” he said.
The Municipality also launched the City Inspector Professional Diploma, designed to standardise inspection practices, reduce duplication, and foster professional excellence among inspectors.
Under the new system, City Inspectors will conduct routine, complaint-based, and visual inspections, focusing on efficiency and minimising overlapping visits. Their work will ensure swift resolution of issues while enhancing public confidence in Dubai’s municipal services.
The initiative introduces a range of key enablers, including:
Clearly defined inspection responsibilities and legislative frameworks granting judicial authority status
Detailed inspection manuals and risk-based checklists
Specialised training and awareness programmes
The integration of advanced digital technologies to improve accuracy and transparency in inspection procedures
This holistic approach reflects Dubai Municipality’s commitment to proactive regulation, innovation, and integration — strengthening Dubai’s position as one of the most liveable and globally admired cities.
