US Urges Sri Lanka to Address Concerns Over Online Safety Act

USAID Administrator Samantha Power’s conversation with Sri Lankan President Ranil Wickremesinghe highlights concerns over the Online Safety Act’s impact on freedom of expression and the digital economy, urging Sri Lanka to uphold democratic values and engage in a consultative legislative process.

USAID Administrator Samantha Power engaged in a conversation with Sri Lankan President Ranil Wickremesinghe, emphasizing the importance of economic reform, democratic governance, and online freedom. The discussion, as per an official statement by USAID, underscored the significance of upholding democratic values, including a consultative legislative process and respect for freedom of expression and association.

Administrator Power conveyed strong U.S. support for these fundamental rights and encouraged President Wickremesinghe to address concerns regarding the potential impact of the Online Safety Act on online freedoms and the digital economy’s vitality.

In response to global opposition, Sri Lanka has announced plans to amend its stringent internet censorship law, which imposes liability on social media companies for content deemed offensive by local authorities. International tech giants have voiced their opposition to the legislation, labeling it “unworkable” and refusing to cooperate with its implementation.

While the Act was approved by Parliament and signed by the Speaker, concerns raised by stakeholders, including the Asia Internet Coalition and opposition parties, prompted discussions for post-enactment review. Despite ongoing deliberations, the proposed amendments within a short timeframe of the Act’s passage have sparked concerns, particularly regarding the establishment of relevant commissions and the incorporation of key considerations highlighted by the Supreme Court.
